Laying Storm Water Drainage System Tender Notice

Laying of a storm water system for Firdos Market and M.M. Alam Road, Lahore. The estimated cost is PKR 45,899,950, and digital bid security equal to 3% of the estimated cost, amounting to PKR 1,376,998.50, must be verifiable through the Punjab e-Procurement System in favour of WASA Lahore. Eligible contractors, firms and companies must be registered on the Punjab e-Procurement System, hold a valid Pakistan Engineering Council licence in category C-5 or above with specializations CE-09, CE-10 and ME-06, and be registered with the Federal Board of Revenue and Punjab Revenue Authority as active filers with NTN and PNTN. Bidding shall be conducted using the Single Stage Two Envelope procedure under the Punjab Procurement Rules 2014 and Punjab Procurement Regulations 2024. Bids must be uploaded as PDF files through the Punjab e-Procurement System by 2026-11-10 at 11:00 AM. Technical bids will be opened electronically at 11:30 AM on the same date. Hard copies, conditional tenders, bids sent by post or telegraph and bids submitted through any method other than the specified electronic system will not be accepted. Only technically responsive bidders will qualify for opening of financial bids; financial proposals from technically non-responsive bidders will remain unopened. Corrupt, unreadable or virus-infected electronic submissions will be rejected under the applicable procurement regulations. Bidders must quote rates against each item in the Detailed Notice Inviting Tender and Bills of Quantities; percentage-based quotations against the estimated cost will be rejected. Bid validity is 120 days. If the submission or opening date falls on an official holiday, the next working day will apply. The procuring agency reserves the right to reject all bids before acceptance under Rule 35 of the Punjab Procurement Rules 2014.
