Framework Contract Stationery Printing General Store Supplies Sahiwal Tender Notice

Description

The District and Sessions Judge, Sahiwal invites electronic bids from eligible, experienced and financially sound firms for lot-wise procurement of goods and services under a framework contract for financial year 2026-2027. The procurement comprises seven lots: stationery paper reams - miscellaneous stationery items - photocopier toners - printing charges - cost of store - computer stationery - other items. The total estimated cost is PKR 5,350,000, with individual lot estimates of PKR 1,620,000, PKR 660,000, PKR 820,000, PKR 300,000, PKR 1,050,000, PKR 400,000 and PKR 500,000 respectively. Bid security is 5% of each lot estimate, amounting to PKR 81,000, PKR 33,000, PKR 41,000, PKR 15,000, PKR 52,500, PKR 20,000 and PKR 25,000 respectively. Bidders must have relevant experience and applicable Income Tax, Sales Tax, Professional Tax and Punjab Sales Tax registrations. The procurement will be conducted through open competitive bidding under Punjab Procurement Rules 2014, as amended, using the Single Stage-One Envelope procedure under Rule 38(1). Bidding documents containing terms, conditions, requirements and specifications are available free of cost through Punjab e-Procurement System, District Courts Sahiwal website and PPRA Punjab website. Electronic bids must be submitted by registered firms through Punjab Procurement System by 16 November 2026 at 10:30 AM. Bids will be opened on the same day at 11:00 AM. Bid security equivalent to 5% of the estimated cost must be deposited through a Payment Slip ID (PSID), payable at Bank of Punjab. CDRs, bank drafts and bankers cheques will not be accepted. Bid security of unsuccessful bidders will be released after completion of the tender process. Income Tax and one-fifth of Sales Tax will be deducted at source under government rules, and all applicable government taxes will apply. No transportation or carriage charges will be paid. The successful bidder must furnish performance guarantee equivalent to 10% of contract value through PSID payable at Bank of Punjab and deposit stamp duty of 0.25% as prescribed by law. Quoted prices must remain fixed throughout the framework contract period. Courier, postal and email applications will not be accepted. Participating firms must submit a stamp-paper undertaking confirming that they have not been blacklisted by the procuring agency or PPRA. Submission of false information or documents may result in disqualification and blacklisting. The procuring authority reserves the right to reject all bids under applicable procurement rules. This framework procurement covers recurring stationery, printing and store requirements for the district judiciary during the financial year.
