Supply Winter Summer Student Uniforms Tender Notice

Description

Procurement of winter and summer uniform items and shoes for students of Government Special Education Centre for HIC (Devolved), Sargodha, for financial year 2026-27. The procurement comprises four lots: Boys Kit including shirt, pant with belt, tie, bunyan and socks for winter and summer seasons with estimated cost of PKR 232,000; Girls Kit including shalwar, qameez, dupatta, sash, socks, shawl and shameez with estimated cost of PKR 340,000; blue jerseys for boys and girls with estimated cost of PKR 293,580; and black shoes for boys and girls, including Bata, Service or equivalent brands, with estimated cost of PKR 333,900. The total estimated cost is PKR 1,199,480. Bids are invited from registered suppliers and firms having Income Tax, Sales Tax and E-PADS registration. The procurement will be governed by Punjab Procurement Rules 2014 and subsequent amendments. Bidding documents are available free of cost through PPRA and E-PADS. Bid security at 5% of the estimated cost must be submitted in the form of CDR in favour of DDO/Principal, Government Special Education Centre for HIC (Devolved), Sargodha. A scanned copy must be uploaded with the technical proposal and the original CDR submitted before opening of technical bids. The notice describes the procurement method as Single Stage-One Envelope, while also providing for separate evaluation of technical bids and subsequent opening of financial bids after the grievance period. Financial bids of technically qualified firms will be opened after completion of the grievance period. Tender forms must be uploaded by 16 November 2025 at 10:30 AM and technical bids will be opened on the same date at 11:00 AM in the presence of the Purchase Committee and participating firms or their representatives. Bidders must upload attested CNIC of the owner, General Sales Tax certificate, Income Tax registration and active taxpayer proof, latest Professional Tax Certificate and payment challan, and an affidavit on Rs.300 E-Stamp Paper confirming that the firm is not blacklisted or involved in any case. All quoted rates must include applicable taxes. The successful bidder must furnish a 10% performance guarantee before issuance of the supply order. Uniform items must be delivered to the institute within office hours, with transportation charges borne by the supplier. Student measurements must be taken within 10 working days after the grievance period and uniforms delivered within 30 days after issuance of the supply order. Late delivery may result in penalties, forfeiture of bid security, cancellation of supply order and risk purchase at the first supplier cost. Approved rates will remain valid until 30 June 2027.
