E-Tender for procurement of winter and summer uniform items and shoes for students of Government Special Education Center Lyallpur Town, Faisalabad, for financial year 2026-27. The procurement comprises four lots: Girls Kit including shalwar, qameez with monogram, dupatta, sash, socks, shawl and shameez with estimated cost of PKR 238,500; Boys Kit including shirt with monogram, pant with belt, jersey, tie, bunyan and socks with estimated cost of PKR 244,000; blue jerseys for boys and girls with estimated cost of PKR 228,000; and black shoes for boys and girls, with Bata, Service or equivalent brands, with estimated cost of PKR 250,800. The total estimated cost is PKR 961,300. Interested bidders must be registered with Income Tax, Sales Tax and Punjab e-Procurement System. The procurement will follow Punjab Procurement Rules 2014 under the Single Stage-Two Envelope procedure. Bidding documents may be downloaded free of cost from PPRA and Punjab e-Procurement websites. Earnest money or bid security at 5% is required in the form of CDR in favour of the Headmistress, Government Special Education Center Lyallpur Town, Faisalabad. A scanned copy must be uploaded in PDF format with the technical proposal and the original must be submitted before bid opening. Technical and financial bids must be uploaded electronically. Financial bids of technically qualified firms will be opened after the grievance period. Bidders must upload attested CNIC of the owner, General Sales Tax certificate, Income Tax registration and active taxpayer proof, latest Professional Tax Certificate and payment challan, and an affidavit on Rs.300 E-Stamp Paper confirming that the firm is not blacklisted or involved in any case. Rates must include prevailing taxes and transportation charges. The successful bidder must provide a 10% performance guarantee before issuance of the supply order, take students measurements within 10 working days after completion of the grievance period and deliver uniforms within 30 days after issuance of the supply order. Approved rates will remain valid until 30 June 2027. Late delivery may result in penalties, forfeiture of bid security, cancellation and risk purchase. Bids will be opened on 13 November 2026 at 10:30 AM in the office of the Headmistress in the presence of the Purchase Committee and participating firms.
