Winter Summer Student Uniform Kits Procurement Tender Notice

Description

Procurement and supply of winter and summer uniform kits with shoes for boys and girls, for the financial year 2026-27, on a free-delivery basis to the consignee in Lahore. The estimated procurement cost is PKR 5,000,000 and bid security is 3% amounting to PKR 150,000. Eligible bidders must be reputable, financially sound firms with previous relevant experience and registration with Income Tax, Sales Tax and Punjab Sales Tax departments. Bidding shall follow the Single Stage Two Envelope procedure under Rule 38(2)(a) of Punjab Procurement Rules, 2014, involving separate technical and financial proposals. Financial proposals of technically non-responsive bidders will not be opened. Bids must be uploaded in PDF format through E-Procurement. Bid security in the form of an online CDR from a scheduled bank, in favour of the Principal of the procuring school, must be uploaded electronically and the original security must be submitted to the Principal before opening of bids. Bid validity is 180 days from the opening date. Hard copies of electronic bids are not required. Quoted rates must include all applicable government taxes, including GST, and remain valid until 30 June 2027. Bidders must upload a performance certificate on Rs. 100 stamp paper declaring that their firm is not a defaulter or disqualified by PPRA or the procuring agency and is not involved in any criminal case or convicted. The successful bidder must provide a performance guarantee equal to 10% of the total store cost through an online bank guarantee. Supplies must be completed within 30 days of issuance of the supply order, and defective or incorrectly sized items must be replaced. Procurement of summer uniforms is subject to budget availability and may be cancelled by the procuring agency. Procurement shall be governed by Punjab Procurement Rules, 2014 and Punjab Procurement Regulations, 2024.
