Assault Quadcopters Drones Procurement Tender Notice

Description

Procurement of six assault quadcopters or drones for the Police Department, Government of the Punjab, for Financial Year 2026-27. The estimated unit price is Rs.6,000,000, total estimated procurement cost is Rs.36,000,000 and bid security is Rs.1,080,000 equivalent to 3% of the estimated cost. One unit sample and product brochure are required. Eligible bidders must be financially sound, possess previous relevant experience and be registered with the concerned income tax and sales tax departments and Punjab E-Procurement System. Procurement shall be conducted under the Single Stage Two Envelope Procedure in accordance with the Punjab Procurement Rules 2014. Technical and financial proposals must be submitted electronically through the Punjab E-Procurement System. The technical proposal must include duly signed and stamped bidding documents, complete item specifications, offered model details on the firm's letterhead, product catalogues, manufacturer authorization certificate, income tax and sales tax registration certificates and other mandatory documents. The financial proposal must specify unit and total prices inclusive of all applicable taxes and charges. Rates must be quoted in Pakistani Rupees and include federal and provincial taxes, duties, packing and freight up to delivery at CPO stores. Bid security equivalent to 3% of the estimated cost must be deposited digitally through a generated PSID using 1Link, 1Bill, mobile banking or another integrated payment channel in favour of the Chief Purchase Officer, Police Department, Government of the Punjab. Bids without bid security shall be rejected. Technical proposals will be opened on 18 November 2026 at 12:30 PM, while financial proposals will remain unopened until completion of technical evaluation. Samples must be submitted after 10 days of opening of technical bids. The successful bidder must deposit a performance guarantee equivalent to 10% of the total contract cost through the prescribed digital payment mechanism within the period specified in the bidding documents. The guarantee will be refunded after successful completion of contractual obligations and issuance of an NOC by the indenter. The procuring agency reserves the right to reject all bids under Rule 35 of the Punjab Procurement Rules 2014.
