Procurement Of Uniforms For Special Students Tender Notice

Description

Procurement of uniform items for special students for Financial Year 2026-27, comprising one winter uniform and two summer uniforms per student. The estimated procurement cost is PKR 2,000,000 and bid security is 5% amounting to PKR 100,000. Bidding shall be conducted under the Single Stage Single Envelope Procedure pursuant to Rule 38(1) of the Punjab Procurement Rules 2014, as amended, and Punjab Procurement Regulations 2024. Only suppliers registered on the Punjab E-Procurement System and with the Federal Board of Revenue for income tax and sales tax are eligible to participate. All bid documents must be submitted electronically through the Punjab E-Procurement System. Bid security must be deposited through the prescribed digital mechanism using 1Link, PSID or Digital Bank Guarantee against a generated PSID. Where digital bid security has been successfully generated, submitted and verified, physical CDR submission is not required, subject to applicable PPRA rules and instructions. Failure to submit the required bid security within the prescribed time will result in rejection. Bidding documents containing detailed specifications and terms and conditions are available free of cost on the E-Procurement System and PPRA Punjab website. The successful bidder must deposit a performance guarantee equivalent to 10% of the contract value through 1Link, PSID or Digital Bank Guarantee and execute a formal contract agreement before issuance of the supply order. Quoted rates must be in Pakistani Rupees and inclusive of all applicable duties, levies and taxes. Statutory deductions shall be made according to prevailing government rules. Bid validity shall remain effective until 30 June 2027. The technical and financial requirements are governed by the applicable procurement rules, and the competent authority reserves the right to reject any or all bids under Rule 35, with reasons communicated under Rule 35(2).
