Support Staff Services Punjab Development Program Tender Notice

Description

Hiring of a firm for provision of support staff services to the Program Management Unit of the Punjab Development Program. The estimated cost is Rs.27.563 million, with bid security of 5% amounting to Rs.1,378,157. The contract period is eleven months and may be extended subject to satisfactory performance and program requirements. The procurement will be executed through a framework contract on an as-and-when-required basis, governed by the unit rates quoted by the successful bidder. Electronic bids must be authenticated and uploaded as PDF files through the Punjab e-Procurement System by 19 November 2026 at 11:00 AM. Technical bids will be opened on the same date at 11:30 AM. Only technically responsive bidders will qualify for opening of financial bids, and financial proposals of technically non-responsive bidders will remain unopened. The tender will be awarded to the lowest bidder after correction of arithmetical errors in financial proposals. Bid security equivalent to 5% of the estimated cost must be submitted electronically in favour of the Program Director, Program Management Unit, Punjab Development Program, in the form of CDR, bank guarantee, demand draft or pay order from a scheduled bank in Pakistan, or a foreign bank duly counter-guaranteed by a scheduled bank in Pakistan. Physical financial instruments will not be accepted outside the electronic procurement system. Bids must remain valid for 120 days. Corrupt, unreadable or virus-infected electronic bids may be rejected. Conditional tenders will not be accepted. The procuring authority reserves the right to reject all bids before acceptance under Rule 35 of the Punjab Procurement Rules 2014. If the submission deadline falls on an official holiday, the deadline will move to the next working day.
