Rehabilitation, addition, alteration and provision of missing facilities at Police Officers Residences in Punjab, specifically addition and alteration work at House No. 5, Qurban Lines, Mian Mir Bridge, Lahore. Estimated cost is Rs. 14,991,184, earnest money equal to 2% of estimated cost is Rs. 299,824 and completion period is 60 days. Technical sanction reference E.E No. 906/CB dated 21-10-2026. Tenders are invited on an item-rate basis against the approved DNIT and BOQ under Rule 38 of Punjab Procurement Rules through Single Stage Two Envelope procedure comprising separate technical and financial proposals. Eligible contractors and firms must be enlisted or renewed with Pakistan Engineering Council for financial year 2026-27 in category C6 or above with specialization code CE10. The original PEC licence showing the required specialization code must be produced, and contractors without the relevant specialization will not be considered for further processing. Contractors must register on Punjab E-Procurement System and download the evaluation criteria from the specified procurement website. Signed and stamped technical and financial proposals must be uploaded separately through Punjab E-Procurement System; manual bids will not be accepted. Bid security equal to 2% of estimated cost must be deposited through 1-Link or online bank transfer from a scheduled bank using the PSID generated on Punjab E-Procurement System. The last date for electronic submission of technical and financial bids is 26-11-2026 at 12:30 PM. Technical bids will be opened on the same date at 1:00 PM. Financial bids will be opened on the fifth day after publication of the technical bids. The procuring agency may reject all bids before acceptance under Punjab Procurement Rules and shall communicate grounds for rejection upon request without being required to justify those grounds. If a government holiday is announced, the next working day will be considered for receiving and opening tenders.
