Annual Repair And Maintenance Of Roads Tender Notice

Punjab Highways Department invites electronic bids from engineering firms and contractors registered with Pakistan Engineering Council (PEC) in the relevant categories and codes, holding valid renewed PEC licences for Financial Year 2026-27 and registered on the Punjab e-procurement system, for annual repair of roads under Highway Sub Division Sahiwal and Highway Sub Division Chichawatni. The works comprise Annual Repair to Roads Highway Sub Division Sahiwal (Supply of Material), with an estimated DNIT cost of Rs. 2,585,000 and bid security of Rs. 130,000, and Annual Repair to Roads Highway Sub Division Chichawatni (Supply of Material), with an estimated DNIT cost of Rs. 2,586,000 and bid security of Rs. 130,000. Completion period for both works is 15 days. Electronic bids must include bid security equivalent to 5% of estimated cost through digital online payment via Punjab e-procurement system linked with Bank of Punjab; physical bid securities are not acceptable. The lowest evaluated bidder must submit performance security equivalent to 10% of contract amount within 15 days of receipt of offer letter in the form of CDR, bank draft, cashier cheque, pay order or bank guarantee valid for three months beyond the completion or extended completion period. Bidders must quote individual item rates, item totals and grand total in the financial proposal; quoted percentage rates above or below estimated DNIT cost will be treated as non-responsive. All responsive bids will be downloaded and quoted rates announced on 25 November 2026 at 1:30 PM at the Office of the Commissioner Sahiwal Division in the presence of the Tender Opening Committee. Submission of forged documents or fake PEC licences may result in disqualification and disciplinary proceedings. Recovery against credit of old material will be adjusted during evaluation. Contractors must submit work claims electronically through the Digital Measurement Book. No price variation or cost overrun will be admissible under Clause 55 of the Contract Agreement.
