Description
E-tender for provisioning of comprehensive human resource services for PERA digital platforms under framework contract arrangement including deployment management administration and support of skilled technical and operational personnel required for digital platform operations development maintenance monitoring and regulatory enforcement support systems. Scope includes recruitment onboarding payroll management performance monitoring compliance reporting and continuous HR support aligned with digital governance infrastructure of Punjab Enforcement and Regulatory Authority. Procurement under Punjab Procurement Rules 2014 through EPADS using single stage two envelope procedure with technical and financial evaluation. Contract tenure one year. Estimated cost PKR 120,000,000 with bid security 2 percent amounting to PKR 2,400,000 in acceptable financial instrument. Mandatory electronic bid submission via EPADS with eligibility restricted to registered firms meeting experience financial and tax compliance requirements. Evaluation based on technical compliance and lowest evaluated responsive bid.
