Rehabilitation works including rehabilitation of 03 marla housing scheme at Pasrur and rehabilitation of roads streets including street lights in area development scheme Narowal - Procurement shall be conducted through E-PADS under Punjab Procurement Rules 2014 and Punjab Procurement Regulations 2024 - Single stage two envelope bidding procedure shall be adopted - Technical and financial bids must be submitted electronically on E-PADS - Bid security equal to 5 percent of estimated cost in the form of Bank Guarantee or CDR is mandatory - Original bid security documents must be submitted before closing time - Only technically responsive bidders shall qualify for opening of financial bids - Percentage based bids above or below estimated cost shall not be accepted - Conditional bids and manual submissions are not allowed - Tender rates must be quoted item wise in figures and words - Procuring agency may reject all bids under Rule 35.
