Description
Hiring of a Third Party Validation Consulting Firm or Joint Venture for review and validation of project execution activities related to 100 MWp Distributed Solar Photovoltaic (DPV) Plants at various sites in Gilgit-Baltistan. Proposals are invited from reputable consulting firms or joint ventures registered with the Securities and Exchange Commission of Pakistan, Pakistan Engineering Council and enlisted on the Active Tax Payer List of the Federal Board of Revenue. The assignment covers independent validation and review of project implementation activities for distributed solar photovoltaic installations. Request for Proposal documents may be obtained upon payment of Rs.5000 non-refundable or downloaded from the designated procurement website. Procurement shall be conducted through Quality and Cost Based Selection (QCBS) with 80% weightage for quality and 20% for cost under Single Stage Two Envelope procedure. Complete technical and financial proposals must be submitted in sealed envelopes in accordance with the Instructions to Consultants and RFP requirements. Technical proposals will be opened on the same day while financial proposals of technically qualified firms will be opened after completion of technical evaluation. Firms providing incorrect or unsubstantiated information may face disqualification or legal action.
