Procurement of FAQ wheat free from impurities and foreign materials on delivery at jail gate basis for the financial year 2026-2027. The estimated quantity is 114,000 kilograms, subject to variation according to departmental requirements, with an estimated cost of Rs. 12,825,000. Eligible flour mills, contractors, wholesalers, suppliers, firms and companies registered with the Punjab e-Procurement System, Punjab Procurement Regulatory Authority, Income Tax and other relevant authorities may participate. Electronic bids shall be submitted through the Punjab e-Procurement System under the Single Stage Two Envelope procedure. Technical and financial proposals shall be uploaded online. Original bid security equal to 2% of the estimated cost amounting to Rs. 256,500 in the form of CDR must be submitted in a sealed envelope before the bid submission deadline. Electronic bids shall be submitted on or before 05th August 2026 at 11:00 AM and technical proposals will be opened online on the same day at 11:30 AM. Wheat supplied shall conform to Punjab Food Department quality standards and laboratory testing requirements, with all testing, transportation and delivery expenses borne by the contractor. Blacklisted firms are not eligible. The successful bidder shall execute the agreement within seven days of approval and furnish a performance guarantee under PPRA Rule 56. Wheat shall be supplied in 50-kilogram bags as required by the jail, and the empty bags shall be returnable.
