Human Resource Outsourcing Services Framework Contract Tender Notice
Description
Procurement of human resource outsourcing services under a framework contract for Punjab Sahulat Bazaars Authority. The estimated procurement cost is PKR 2,038.54 million with a bid security of PKR 41.00 million. Procurement shall be conducted under the Punjab Procurement Rules 2014 using the Single Stage Two Envelope bidding procedure through the Punjab e-Procurement System. Separate technical and financial bids shall be submitted electronically. A pre-bid discussion will be held on 10-08-2026 at 11:00 AM. Bids shall be submitted by 09:30 AM and opened at 10:00 AM on 17-08-2026. Bidders must be registered with the relevant registration authorities and Income Tax, Sales Tax and Punjab Sales Tax departments. This procurement supports outsourced staffing, workforce management, administrative personnel, contractual human resources and institutional manpower services for public sector operations.
