Civil Engineering Building Fitness Certificates Vehari Tender Notice

District Education Authority Vehari invites applications from PEC-registered civil engineering firms or civil engineers for formation of a panel on a three-year contract basis for issuance of building fitness certificates for registration of private educational institutions, in accordance with the directions of the School Education Department, Government of Punjab. Applicants must have at least three years of experience in building construction works, provide complete details of their technical staff and nature of work, maintain a properly established office at a prominent location at district level with a clear postal address, and be registered with FBR and compliant with applicable tax requirements. Applicants must not be blacklisted by the federal or provincial governments and must not be involved in any litigation, supported by an affidavit. The selected civil engineering firm or engineer will conduct detailed physical inspections of private educational institution buildings and issue building fitness certificates confirming whether the buildings are suitable for an educational environment, with responsibility for the certification resting with the appointed engineer or firm. The maximum quoted inspection fee is Rs. 5,000 per school. The estimated annual cost of building fitness certificates is Rs. 4,250,000, and each applicant must submit refundable bid security equal to 2% of the total estimated cost. Successful bidders must furnish a performance guarantee equal to 10% of the contract value within 10 days of signing the agreement, valid for the three-year contract period, in favour of the Chief Executive Officer, District Education Authority Vehari. Technical and financial bids must be submitted separately in sealed envelopes, with the financial bid quoting the inspection fee per school. Complete applications must be submitted online through the Punjab E-Procurement System by August 31, 2026; incomplete, late or non-uploaded bids will not be considered. Required technical documents include the original application, CNIC copy, PEC registration certificate, three-year building construction experience certificate, staff details and work profiles, office postal address, FBR registration certificate, three years of tax return details and an original affidavit confirming non-blacklisting and absence of litigation.
