Establishment And Operation Of Community Center Tender Notice
Description
Establishment and operation of a state-of-the-art community center on a gross revenue-sharing basis in Sector G-13/4, Islamabad, through a 20-year concession extendable once for up to 10 years at the sole discretion of FGEHA, with site ownership remaining vested in FGEHA. Well-reputed firms are invited to design, finance, build, operate, maintain and transfer the project. The procurement follows Single Stage-Two Envelope procedure under Rule 36(b) of the Public Procurement Rules, 2004, with post-qualification based on Technical Proposals. Technical and Financial Proposals shall be submitted electronically through EPADS Version 1.0 and a scanned prescribed Bid Security shall be uploaded with the Technical Proposal; the original Bid Security and specifically required hard-copy documents must also be delivered before the deadline. Technical Proposals will be opened on 16th September 2026 at 12:30 PM, while Financial Proposals of technically responsive and qualified bidders will be opened subsequently on the date and time communicated through EPADS. A pre-bid meeting will be held on 31st August 2026 at 01:00 PM. Partial, incomplete and conditional bids will not be considered, and fake, forged, unsubstantiated or false information may result in disqualification and blacklisting. The Gross Revenue Share is exclusive of taxes payable by the bidder, with applicable taxes, duties and statutory charges borne by the bidder. Bid security is 2,000,000.00 and bid validity is 120 days.
