Description
Framework contract for procurement of printing services for Financial Year 2026-27. Open competitive bidding shall be conducted electronically through the E-Procurement website under Rule 38(2-a) of Punjab Procurement Rules 2014 using the Single Stage Two Envelope procedure with least cost selection and cumulative cost basis evaluation. Bidders must upload technical and financial bids in PDF form with complete supporting documents required under the eligibility criteria. The total estimated price inclusive of applicable taxes is Rs.3,396,330 and bid security equal to 2% of estimated amount is Rs.67,927. Completed, signed and stamped bids must be submitted online through the E-Procurement website by 12:30 PM on 7 September 2026 and opened at 1:00 PM on the same day at the head office. Bid security must be submitted digitally through 1Link or Bank Guarantee options using the generated PSID. After technical evaluation, financial proposals of only technically qualified bidders will be opened. Bid validity is 90 days from the last submission date. Incomplete or conditional bids will not be considered and the procuring agency reserves the right to reject any or all bids. This framework procurement covers printing services and related institutional printing requirements, providing relevant terminology for commercial printing, document printing, printed materials, stationery printing and organizational printing services.
