Description

Framework contract for procurement of stationery items for Punjab Cattle Market Management and Development Company for Financial Year 2026-27. Open competitive bidding shall be conducted electronically through the Punjab E-Procurement System under Rule 38(2-a) of Punjab Procurement Rules 2014 using the Single Stage Two Envelope procedure with least cost selection and cumulative cost basis evaluation. Bidders must upload technical and financial bids in PDF form with complete supporting documents required under the eligibility criteria. The total estimated amount inclusive of applicable taxes is Rs.2,633,109 and bid security equal to 2% of estimated amount is Rs.52,662. Completed, signed and stamped bids must be submitted online by 10:00 AM on 7 September 2026 and opened at 10:30 AM on the same day at the head office in the presence of bidders or authorized representatives. Bid security must be paid through 1Link or Bank Guarantee options using the generated PSID on the E-Procurement Portal. After technical evaluation, financial proposals of only technically qualified bidders will be opened. Bid validity is 90 days from the last submission date. Incomplete or conditional bids will not be considered and the procuring agency reserves the right to reject any or all bids. This framework procurement covers stationery and office consumables for institutional operations, providing relevant terminology for stationery supplies, office stationery, writing materials, paper products, administrative consumables and procurement of general office supplies.
