F/S and construction, rehabilitation and solarization of drinking water supply schemes in newly merged districts under ADP No. 292/210601 (2022-23) in Tribal District Bajaur, including solarization of existing water supply schemes and solar-based pressure pumps for DWSS at Qazaf Utman Khel - Dabar Salarzai - Shingar Gul Salarzai - Kohi Sar Barang - Bai China Khar - Ghundo Khar - Janat Shah Khar - Mandal Salarzai - Aman Kot-I Barang - Shinkotay Gharha W/Mamund - Kalpani W/Mamand - Tangai Loe Mamund - Mordara-II Barang - Takht Barang - Khumar Khel Barang - Ghakhai Salarzai - Naik Banda Khar - Pajigram Arang Utmankhel - Ghakhe L/Mamund. Scheme-wise lists, technical specifications and design parameters for pumping machinery are provided in the bidding documents. Eligible bidders must have valid registration with e-PADS, Securities and Exchange Commission of Pakistan, Khyber Pakhtunkhwa Public Procurement Regulatory Authority, Pakistan Engineering Council Category C-6 or above with specialized codes CE-09, CE-10, EE-04 and EE-11 Solar, Provincial Enlistment Committee, Khyber Pakhtunkhwa Revenue Authority with active status, Federal Board of Revenue with active NTN and STRN status, and Electric Contractor License Class-E issued by the Inspectorate of Electricity, Energy and Power Department, Khyber Pakhtunkhwa. Bids shall be submitted through e-PADS under the Single-Stage Two-Envelopes procedure by uploading technical and financial bids. Original bid security or additional security in the form of Call Deposit Receipt in favour of the procuring authority must be physically submitted before bid submission closing. Technical bids will be opened in the presence of bidders or authorized representatives and evaluated according to the bidding documents. Incomplete, non-readable or altered bids may be treated as non-responsive. Financial bids of technically unqualified bidders will be returned unopened and the financial bid opening date will be communicated after technical evaluation. Bid security shall comply with applicable KP-PPRA requirements and sealed financial bids shall include requisite documents and 2% bid security or additional security where required. A pre-bid meeting will be held on 1 September 2026 at 2:00 PM. The Procuring Entity reserves the right to reject any or all bids under Rule 47 of the KPPRA rules. This procurement involves drinking water supply schemes, water supply system rehabilitation, solarization, solar-powered pressure pumps, pumping machinery, electrical works and construction activities, providing relevant terminology for water supply construction, solar water pumping, DWSS rehabilitation, solarization of water schemes, electrical installation and rural water infrastructure.
