Re Carpeting Road Ghursay Goma Saltoro Tender Notice

Gilgit-Baltistan C&W Department Ghanche invites sealed bids from well reputed and experienced contractors, firms and JVs registered with Pakistan Engineering Council in the relevant category and specialization code for re-carpeting of the road from Ghursay to Goma Saltoro. The procurement will follow the Single Stage Two Envelope procedure under GBPPRA 2022 Rule 36(b). The estimated cost of the work is Rs. 140.556 million and bid security is Rs. 2,812,000, equivalent to 2% of the estimated cost. The tender document fee is Rs. 10,000. Bids must be submitted by September 15, 2026 at 11:00 AM and will be opened at 11:30 AM on the same date. Eligible bidders must provide original valid PEC registration for the current financial year in the relevant category and code, treasury challan for the bidding document, latest PEC profile, CNIC, affidavit of no litigation and no blacklisting, bid security in the form of CDR/TDR, GB-PWD renewal receipt for CFY 2025-26, and NOC for no sick project in hand or the prescribed affidavit. Power of attorney is not accepted. A bidder quoting rates below 15% of the estimated cost must provide an additional performance guarantee equal to 50% of the differential amount between the TS and bid in the prescribed form. JV bidders must submit a duly executed and attested JV agreement specifying each partner's share and lead partner. Only one bid may be submitted by a bidder either individually or as part of a JV. Aggrieved bidders may lodge complaints within the periods specified under GBPPRA Rule 51(3).
