Introduction and delivery of Inter-Tech HSSC Technology programmes in 20 public sector schools across 10 districts for 1,500 students under a two-year pilot programme. The required NVQF Level 5-aligned programmes shall use competency-based training and assessment with 80% practical and 20% theory and cover IT and digital skills including IoT, cyber security and app development - hospitality and tourism - fashion designing and cosmetology - culinary arts - industrial trades including electrician, HVAC and solar - and entrepreneurship and enterprise development. Procurement will follow the Single Stage Two Envelope procedure through EPADS, using QCBS evaluation with 80% technical and 20% financial weighting and a minimum technical score of 70%. Eligible institutions must be registered with TEVTA, NAVTTC, KP-BTE&C or another relevant authority, possess at least five years of TVET or technical education experience, demonstrate CBT&A delivery capability, hold NTN and GST registration and have minimum turnover of PKR 100 million during the last three years. Bid security is PKR 6,000,000. Technical and financial proposals must be submitted separately, and only technically qualified bidders will proceed to financial opening.
