Sports Stadium Design Supervision Consultancy Tender Notice
Description
Establishment of Sports Stadium at District Chitral Upper under ADP No. 260047 with estimated cost Rs. 292.17 million, together with consultancy services for design and supervision of the project with estimated consultancy cost of Rs. 6.77 million. Electronic bids are invited through EPADS under the Single Stage-Two Envelope procedure. For the stadium construction work, bidders must possess active and valid PEC registration in the relevant category, active KPRA registration and Active Taxpayer List status, and must submit 2% bid security of the Engineer Estimate with additional security where applicable. For consultancy services, eligible consultants must have valid PEC firm registration, KPRA registration, an active EPADS account, active taxpayer status, relevant PEC code and experience in similar work, with selection through Quality and Cost Based Selection. Technical and Financial Bids must be signed and stamped and submitted through EPADS by 14 October 2026 at 11:00 AM. The stadium technical bid will be opened at 02:30 PM, while the consultancy financial opening will be announced after technical approval and the technical proposal will be evaluated under the RFP criteria. Bids are valid for 90 days, joint ventures are not accepted, and the stadium bidder must demonstrate ownership or lease of key construction equipment. For the stadium work, bidders must have completed three specialized similar sports projects during the last five years and three similar works in hand, each valued at not less than 70% of the Engineer Estimate. Rates are to be quoted ABOVE, BELOW or AT PAR, and additional performance security is required where applicable. The procurement covers sports stadium construction, sports infrastructure, stadium design, engineering consultancy and supervision services.
