Description

Supply of uniform items for special students for financial year 2026-27 at Government Special Education Centre Shorkot. The estimated procurement cost is PKR 2,000,000, and bid security is PKR 100,000, equivalent to 5% of the estimated cost. Eligible firms must be registered for income tax and sales tax with the Federal Board of Revenue and registered on the Punjab e-Procurement System. Bidding shall follow the Single Stage Single Envelope procedure under the Punjab Procurement Regulations, 2024, and Punjab Procurement Rules, 2014, as amended. Complete bids and supporting documents must be submitted electronically through the Punjab e-Procurement System by 10:00 AM on 26 October 2026. Bids will be opened at 10:30 AM on the same date. Bidding documents containing detailed terms and conditions are available free of cost through the Punjab e-Procurement System and PPRA website. Bid security must be deposited online through the prescribed Punjab e-Procurement System procedure in collaboration with the Bank of Punjab. Unsuccessful bidders’ bid security will be discharged or returned as promptly as possible, subject to the bid validity provisions and applicable procurement rules. The successful bidder must furnish a performance guarantee equal to 10% of the contract amount through the prescribed electronic payment procedure and sign a formal contract agreement before issuance of the supply order. Failure to comply with the procuring agency’s requirements may result in annulment of the award and forfeiture of bid security, with the procuring agency entitled to approach the next lowest evaluated bidder or invite fresh bids. Rates must be quoted in Pakistani rupees inclusive of all applicable taxes, which will be deducted according to government rules. Bid validity is six months from publication of the bid evaluation report. The competent authority reserves the right to reject all bids under Rule 35 of the Punjab Procurement Rules, 2014, and will communicate grounds of rejection upon request without being required to justify them.
