Framework contract for financial year 2026-2027 covering 26 procurement lots: beds and boxes - computer stationery - medicines - other store items - computer hardware - conference, seminar and workshop expenses - repair of furniture and fixtures - purchase of furniture and fixtures - hot and cold weather charges - miscellaneous items under A09899 and A09170 - petroleum, oil and lubricants - payments for other services rendered - purchase of other assets - sports items - tents and tarpaulins - transport - other building items - hardware and equipment - miscellaneous items under A03970-001 - machinery and equipment - plant and machinery - information technology equipment - printing and publications - stationery - training aids. The estimated values and bid security amounts are specified separately for each lot, with bid security equivalent to 2% of the estimated cost. Eligible firms, companies, suppliers, manufacturers, authorized agents, dealers and distributors must be registered with relevant registration and tax authorities, including Income Tax, Sales Tax and Punjab Sales Tax wherever applicable. Each lot is a separate procurement and will be evaluated independently; bidders may participate in one or more lots. Technical and financial proposals must be submitted electronically through the Punjab e-Procurement System in accordance with the single-stage, two-envelope procedure. Bid security must be deposited through the prescribed online payment mechanism in favour of the SP, Police Training School, Sargodha before the submission deadline. Successful bidders must provide a performance guarantee equal to 5% of the contract value for the respective lot. Technical proposals will be evaluated first, and financial proposals of only technically responsive bidders will be opened. The lowest evaluated responsive bidder for each lot may be considered for award subject to all mandatory eligibility, technical and financial requirements. Valid tax registrations and other required documents must accompany technical proposals, and applicable taxes will be deducted under government rules. Bidding documents are available free of cost through the PPRA website and e-Procurement portal. The procuring agency reserves the right to reject all bids before acceptance under Rule 35 of the Punjab Procurement Rules 2014.
