Framework contract for financial year 2026-2027 covering office stationery - computer stationery - miscellaneous store items including road safety items, sanitary items, tents and tarpaulins, electronic items, cleaning items, sports items and crockery - lubricants - hot and cold weather supplies including coal and ice - electronic communications - computer hardware parts. The estimated cost is PKR 13,000,000, comprising PKR 1,000,000 each for office stationery, computer stationery, hot and cold weather supplies, electronic communications and computer hardware parts; PKR 2,000,000 for miscellaneous store items; and PKR 6,000,000 for lubricants. Bid security is 1% of the estimated cost for each category, amounting to PKR 10,000 for each PKR 1,000,000 category, PKR 20,000 for miscellaneous store items and PKR 60,000 for lubricants. Eligible firms, companies, suppliers, manufacturers and authorized agents, dealers or distributors must be engaged in the relevant trade and registered with the relevant registration and tax authorities, including Income Tax, Sales Tax and Punjab Sales Tax wherever applicable. Bidding documents are available free of cost through the PPRA website and Punjab e-Procurement portal. Each item-wise bid must contain technical and financial proposals inclusive of all taxes and comply with the bidding documents. Bids must be submitted electronically under the single-stage, two-envelope procedure. Original bid security in the form of a CDR, bank guarantee, demand draft or pay order issued by a scheduled bank in favour of the SP PHP Rawalpindi Region must be submitted before the electronic submission deadline. Technical samples or brochures for each item are mandatory and will be evaluated. Income Tax and Sales Tax registration documents must accompany technical proposals. The successful bidder must furnish a performance guarantee of 2% of the contract value in the form of a deposit at call in the name of the SP PHP Rawalpindi, refundable after successful contract completion. Bid validity extends until 30 June 2027, and repeat orders shall not exceed 15% of the original procurement. Late bids will not be accepted. The procuring agency may reject all bids before acceptance under Rule 35 of the Punjab Procurement Rules 2014. In case of technical difficulties with electronic submission, sealed hard copies of technical and financial bids may be submitted before the deadline as stated in the notice.
