Construction of office building and block level buildings at multiple sites under development budget using single stage two envelope procedure - electronic bidding through EPADS - eligible bidders must be contractors registered with Pakistan Engineering Council and tax authorities with valid credentials - bidders must submit bid security and required documents including audit reports tax returns and technical details - bids must be submitted electronically and opened on specified date with evaluation based on compliance and procurement rules
