Procurement of forest nursery supplies and materials under the Non-Development Budget for financial year 2026-27, comprising purchase of 4,267 kilograms of polythene tubes measuring 10 by 12 inches at a rate of Rs. 1,000 per kilogram, with an estimated cost of Rs. 4,267,000 and bid security of Rs. 213,350; supply of 146,666 cubic feet of silt including loading, unloading and carriage to site at a rate of Rs. 50 per cubic foot, with an estimated cost of Rs. 7,333,300 and bid security of Rs. 366,665; and purchase of 266,666 seedlings at a rate of Rs. 35 each, with an estimated cost of Rs. 9,333,310 and bid security of Rs. 466,666. The total estimated cost is Rs. 20,933,610 and total bid security is Rs. 1,046,681. Procurement will use the single-stage two-envelope bidding procedure through the Punjab e-Procurement System. Bidders must be registered for income tax and general sales tax and have active taxpayer status. Tender documents are available electronically free of cost. Rates must be quoted as a single consolidated figure inclusive of applicable taxes. Firms must not be blacklisted or debarred by PPRA Punjab. Bid security equal to 5 percent of estimated cost must be paid electronically through 1Link or online bank transfer against a generated PSID, and the paid slip must accompany the tender documents; manually submitted CDRs and performance guarantees are not accepted. Successful bidders must provide a performance guarantee equal to 10 percent of contract value through the prescribed electronic payment mechanism. Incomplete, altered, unsigned, late or unsecured bids will not be accepted. Bids will be retrieved and quoted rates announced in the presence of the tender opening committee and participating bidders or authorized representatives.
