Framework agreement for rehabilitation and repair of roads, footpaths, storm water drains, manholes and road marking on different roads of Rawalpindi under Group A, Road Work. The estimated cost including PRA charges is PKR 68,983,836, with earnest money of PKR 1,379,674 and a completion period of 12 months. Eligible contractors must hold valid Pakistan Engineering Council registration for financial year 2026-27 in category C-4 or above with codes CE-01 and CE-10, valid FBR and PRA registration, and active filer NTN and PNTN status. Registration on the Punjab e-Procurement System is mandatory. The Single Stage Two Envelope procedure applies under PPRA Rules 2014. Bids must be submitted electronically, with the notice specifying a submission deadline of 2026-10-22 at 12:00 PM and technical bid opening at 12:30 PM on the same day; the notice also specifies uploading bids and digital bid security by 2026-10-29 at 12:00 PM, creating a conflicting schedule. Bid security equal to 2% of estimated cost must be paid digitally through the Punjab e-Procurement System linked with Bank of Punjab in favour of the Deputy Director (Engineering), RDA. Physical bids and physical banking instruments are not accepted. The successful bidder must provide a digital performance guarantee of 5%, valid for three months beyond successful completion. Only technically responsive bidders qualify for financial bid opening. Item-wise rates and amounts must be quoted in figures and words; percentage-based quotations are rejected. Bids must be uploaded as PDF files and remain valid for 120 days. Corrupt, unreadable or virus-infected submissions may be rejected, and the procuring agency may reject all bids under PPRA Rule 35.
