Supply Helicopters Aviation Accessories Tender Notice

Description

Supply of manufactured vehicles and accessories, specifically helicopters and associated aviation equipment and accessories, under the Balochistan Public Procurement Rules 2014. Electronic bids are invited from eligible bidders dealing in helicopter sales and after-sales services. The single-stage two-envelope bidding procedure applies, and only electronic bids submitted through the supplier dashboard are accepted; physical bids are not required. No tender fee is required. Bid security of 2% of the specified amount must be submitted as a bank guarantee or deposit at call from a scheduled bank in favour of the designated authority. Eligibility requirements include similar assignments of comparable nature and complexity worth PKR 500,000,000 during the previous five years, turnover of at least PKR 500,000,000 over the specified preceding five-year period, inclusion in the active taxpayer list, a sales tax certificate and absence of current blacklisting by any Pakistani procuring agency. Joint ventures are permitted. Foreign bidders must be legally registered aviation brokers, original equipment manufacturers or owners with verified selling authority, while local firms must be registered with the Securities and Exchange Commission of Pakistan and Federal Board of Revenue. Where a local representative acts for a foreign bidder, it must be empowered to execute the legal contract or sign financial bids on behalf of the principal. Bidders must demonstrate successful execution of at least three to five turbine-aircraft supply or brokerage contracts during the previous five years. The offered aircraft model must possess valid type certification recognized by EASA, FAA or ICAO. Compliance with ITAR, EAR and European Union dual-use regulations is required, and the bidder entity and offered asset must be cleared of United Nations, OFAC and EU sanctions. A written commitment confirming that the aircraft and documentation comply with Pakistan Civil Aviation Authority standards for import and state aircraft operation is required.
