Description

Improvement and widening of the road from Changmer Bridge to Tota Imtiaz Lake, including construction of rigid concrete (PCC) pavement on the Changmer Ganouq to Tota Lake track. The estimated cost is PKR 39.560 million, bid security is PKR 0.790 million, and the non-refundable bidding document fee is PKR 10,000, payable through a Treasury receipt duly passed by NBP Mehdiabad. The Single Stage Two Envelope (SSTE) procedure will be followed. Eligible firms, contractors and joint ventures must hold valid Pakistan Engineering Council registration for financial year 2026-27 under the relevant category and code, and must have valid renewed enlistment with the procuring agency. Technical and financial proposals must be submitted in separate sealed envelopes, with the technical proposal accompanied by bid security in the form of Deposit at Call in favour of the Executive Engineer B&R Division Kharmong. Bids must be submitted in hard form to the office of the Superintending Engineer Communication and Works Department Ghanche-Kharmong Circle. Joint ventures must provide an executed and notarized agreement specifying each partner's share and lead partner. Only one bid is permitted per firm, whether individually or as a joint venture partner. Fake, forged, materially incomplete, partial and late bids will be rejected. Financial proposals of technically non-responsive bidders will remain unopened and will be returned, while financial proposals of technically qualified bidders will be opened on a subsequently communicated date. Bidders quoting rates below 15% of the technical sanctioned cost may be required to provide an additional performance guarantee equal to 100% of the differential amount through a bank CDR. The procuring agency reserves the right to reject all proposals under Rule 36 of the GB PPRA Rules, 2022. Relevant terminology includes road improvement, road widening, rigid pavement, Portland cement concrete pavement, road construction and civil engineering infrastructure works.
