Metalling University Baltistan Access Road Tender Notice
Description
Metalling of the University of Baltistan road covering a length of 4 kilometres. The procurement was conducted through the Single Stage Two Envelope (SSTE) procedure under the GB C&WD B&R Division Skardu. Seven bids were received. Four bidders were found technically responsive: MS HAK & SONS GB, MS Yousuf Ali & Brothers, MS GKB (60%) JV MAC (20%) JV HMI & Sons (20%), and MS HGH & Sons (60%) JV Hassan Sadpara Construction Company (40%). MS Javed Hussain was declared technically non-responsive for failure to produce 2% bid security during opening of the technical bid. MS Naseer Ahmed & Sons was declared technically non-responsive because the 2% bid security was missing and the financial proposal was placed in the technical envelope. MS Bashir Khan & Sons was declared technically non-responsive for failure to sign and stamp all pages, failure to update its PEC licence for financial year 2026-27, and failure to demonstrate the required bank balance of PKR 13.196 million. Evaluation was carried out under Rule 38 of the GB PPRA Rules, 2022, according to the advertised evaluation criteria. The procurement concerns road metalling, road surface improvement, road construction and civil engineering road works.
