Establishment Environmental Protection Force Punjab Tender Notice

Description

Establishment of an Environmental Protection Force in 10 zones of Punjab, including one zone at Lahore, under the Communication and Works Department. The estimated cost is Rs. 274,763,735, with earnest money equal to 5% of the estimated cost, amounting to Rs. 13,738,187. The time limit for completion is 24 months. Bids are invited from contractors and firms enlisted or renewed with the Pakistan Engineering Council for financial year 2026-27 in the relevant category C3 or above with specialization code CE10. Contractors must produce the original PEC licence showing the required specialization codes; firms without the relevant code will not be considered. Bidding will follow the single-stage, two-envelope procedure under PPRA Rule 38, with separate technical and financial proposals. Bidders must register on the Punjab e-procurement system and upload signed and stamped proposals electronically; manual bids will not be accepted. Technical and financial bids must quote item rates, amounts and total bid cost according to the approved DNIT and bill of quantities. Earnest money must be deposited through 1Link or online bank transfer from a scheduled bank using the PSID generated through the Punjab e-procurement system. The submission deadline is 11 November 2026 at 12:00 PM, and technical bids will open on the same day at 12:30 PM. Financial bids will open on the fifth day after publication of the technical bids. The procuring agency reserves the right to reject bids before acceptance under applicable PPRA rules and will communicate grounds upon request. If a government holiday occurs on the scheduled date, the next working day will be used for receipt and opening.
