Description

Procurement of food items for students residing in the hostel of Government Secondary School for the Hearing Impaired, Boys Swan Rawalpindi, for financial year 2026-27. The tentative estimated procurement cost is Rs. 2,500,000. Bids are invited from reputable, financially sound and technically capable firms, suppliers and manufacturers with adequate managerial capacity and registration with Income Tax, Sales Tax and Punjab Revenue Authority, and registration on E-PADS. Bidding will follow the single-stage, two-envelope procedure under Rule 38(2)(a) of the Punjab Procurement Rules, 2014, as amended. Bidding documents containing detailed specifications are available through E-PADS and the PPRA Punjab website. Bidders must submit PDF-format technical and financial bids electronically before the deadline. Bid security equal to 3% of the estimated cost of quoted items must be provided in the form of an original CDR from a scheduled bank in favour of the Principal. The security must be uploaded on E-PADS and the original must be delivered to the Principal before bid opening, otherwise the bid will be rejected. Bids close on 6 November 2026 at 10:00 AM and are scheduled to open at 10:30 AM on the same day. Bid validity is 180 days from opening. Hard copies of bids are not required, but the original bid security is required. Bidders must not be blacklisted by the procuring agency or PPRA. Quoted rates must include applicable government taxes, including GST, and remain valid until 30 June 2027; if no subsequent financial-year tender is issued, the previous year's rates will continue to apply. A performance certificate on Rs. 100 stamp paper must declare that the firm is neither a defaulter nor disqualified by PPRA or the procuring agency. The successful bidder must provide a performance guarantee equal to 5% of the total cost of stores through CDR, demand draft, pay order or bank guarantee. Supplies must be delivered within 30 days of the supply order, and defective items must be replaced. Procurement is subject to budget availability, and the agency may cancel it or reject all bids under Rule 35 of the Punjab Procurement Rules, 2014.
