Description

Establishment of Medical College at Layyah under Group No. 01 and Group No. 02, with estimated DNIT costs of Rs. 1,578.189 million and Rs. 1,455.149 million respectively. Earnest money equivalent to 5% of the estimated cost is specified as Rs. 78.909 million for Group No. 01 and Rs. 72.757 million for Group No. 02. Eligible engineering firms and contractors must hold valid Pakistan Engineering Council registration in the relevant categories and codes for financial year 2026-27 and register on the Punjab e-Procurement System. Bids must be submitted electronically using the approved DNIT and BOQ documents; manual bids and physical banking instruments are not accepted. Bid security must be submitted electronically through the Punjab e-Procurement System, and the system requires the prescribed PSID and security before allowing submission. Bidders must quote item rates, total amounts against individual items and the grand total; percentage-based quotations above or below the approved cost are not accepted. Every page of the DNIT and bid must be signed and stamped. The bid submission deadline is 6 November 2026 before 12:00 PM, and quoted rates will be announced on the same date at 12:30 PM in the presence of bidders or their duly authorized representatives holding an attested power of attorney and the Tender Opening Committee at the office of the Commissioner, Dera Ghazi Khan Division, Dera Ghazi Khan. The lowest evaluated bidder must furnish a performance guarantee of up to 10% of the contract amount within 15 days of receiving the offer letter, in favour of the Executive Engineer, Buildings Division Layyah, through an instrument permitted by the notice and valid for three months beyond the completion or extended completion period. Incomplete financial bids may be excluded from financial evaluation. False information or forged documents may lead to disqualification and blacklisting from C&W Department tenders, with recommendations to PPRA and PEC for appropriate action. Recovery against credit for old material will be adjusted during evaluation, and contractors claims must be submitted electronically. The completion period for both groups extends up to 30 June 2028. The procuring agency reserves the right to reject all bids before acceptance under Clause 35 of the Punjab Procurement Rules. If a government holiday affects the receipt or opening of tenders, the next working day will apply.
