Framework contract procurement for financial year 2026-27 covering medicines, surgical disposable items for day-to-day and bulk use, local purchase medicines, dialysis items, X-ray films and chemicals, stationery and printing, general store and miscellaneous items, laboratory items and dental items for THQ Hospital Minchin Abad, District Bahawalnagar. The estimated costs are Rs. 5,000,000 for Lot 1, local purchase medicines and surgical disposable items; Rs. 3,000,000 for Lot 2, dialysis items; Rs. 900,000 for Lot 3, X-ray films and chemicals; Rs. 4,000,000 for Lot 4, stationery and printing; Rs. 9,040,720 for Lot 5, general store and miscellaneous items; and Rs. 600,000 for Lot 6, laboratory and dental items. Bid security is specified at 2% for each lot, and the bidding documents require security valid for 180 days. Eligible pharmacies and pharmacy chains must hold a valid Centralized Drug Sale Licence Form 09/A Category under the applicable new policy. The notice states that the bidder's CDSL should preferably be located within the tehsil or town and must not be outside the health facility district. Procurement covers the financial year 2026-27 and follows the applicable Punjab Health and Population Department operational guidelines for local purchase medicines and the indicative market rates policy for medical devices issued under letter No. DG/DDCP/2026/700 dated 10 July 2026. Medicine discounts will be calculated against maximum retail prices fixed by DRAP, with bidders quoting discounts for multinational and local manufacturers; surgical and disposable item discounts will be calculated against Drug Control Wing market rates under the applicable policy. The single-stage, two-envelope open competitive bidding procedure under the Punjab Procurement Rules 2014 applies. Bidding documents and further information are available through the PPRA website and Punjab e-Procurement portal. Complete bids must be submitted electronically by 9 November 2026 at 11:00 AM, and bids will be opened on the same day at 11:30 AM. Bid security must be submitted online in favour of the Medical Superintendent, THQ Hospital Minchin Abad. The procuring agency reserves the right to reject all bids before acceptance under Rule 35.
