Establishment Disaster Recovery Data Center Tender Notice

Description

Establishment of a disaster recovery data center at Multan, designated DC-07, comprising civil, electrical, HVAC, firefighting, plumbing, sewerage and IT/networking works, including testing and commissioning, followed by one year of operation and maintenance and service-level agreement services. The completion period is 365 days. The estimated cost is Rs. 2.7 billion, and fixed bid security is Rs. 30,000,000, payable online through 1Link or online bank transfer as prescribed on the e-procurement portal. Bidding will follow the single-stage two-envelope procedure under the Punjab Procurement Rules 2014, read with Regulation 6(4)(a) of the Punjab Procurement Regulations 2024. Eligible bidders may participate as a single entity or a joint venture of up to three partners and must meet the eligibility and qualification criteria in the tender documents. A valid PEC licence, Income Tax and Sales Tax registration certificates and other required documents must accompany bids. Tender documents are available free of cost through the Punjab E-Procurement System, PITB website and PPRA website. A pre-bid meeting will be held on 5 November 2026 at 1130 hours at PITB, Arfa Software Technology Park, Lahore. Written queries must reach PITB at least seven days before the meeting, and bidders are advised to visit the project site at PITB Multan before submission. Separate technical and financial bids must be completed, signed and stamped and submitted online through the Punjab E-Procurement System by 24 November 2026 at 1500 hours. Technical bids will open on the same day at 1530 hours at PITB, Lahore. Financial bids of technically responsive bidders will be opened later on a date to be communicated. Incomplete, unsigned, unstamped, late or improperly submitted bids will not be considered. The procuring agency reserves the right to reject bids before acceptance under Rule 35 of the Punjab Procurement Rules 2014.
