Rehabilitation Improvement Roads Yazman Moujgarh Bahawalpur Tender Notice

Punjab Highways Department, through the Executive Engineer, Highways Division Bahawalpur, invites electronic bids from eligible engineering firms and contractors for two road rehabilitation and improvement schemes in District Bahawalpur. Scheme 1 concerns rehabilitation and improvement of the road from Kalay Pahar at KM 33 on Yazman-Maroot Road to Moujgarh via Januwala, covering a length of 21.20 kilometres, under ADP No. 956 for financial year 2026-27. Its estimated cost is PKR 450.277 million, bid security is PKR 22.514 million, technical sanction reference is CE (S) No. 404/Plg dated 29 October 2026, and completion period is up to 30 June 2027. Scheme 2 concerns rehabilitation and improvement of the road from Thandi Khoi at KM 43 on Yazman-Maroot Road to Moujgarh via Mian Nawaz Sharif University of Agriculture, Kheer Ser and Shuhada-e-Yadgar Pakistan Army, covering a length of 19.70 kilometres, under ADP No. 957 for financial year 2026-27. Its estimated cost is PKR 514.541 million, bid security is PKR 25.727 million, technical sanction reference is CE (S) No. 405/Plg dated 29 October 2026, and completion period is 12 months. Contractors must hold valid renewed Pakistan Engineering Council licences for financial year 2026-27 in the relevant categories and codes and must be registered on Punjab e-Procurement System. Bid security equivalent to 5% of the estimated cost must be deposited digitally through PSID on Punjab e-Procurement System, linked with Bank of Punjab, in favour of the Executive Engineer, Highways Division Bahawalpur. Physical CDRs, pay orders and demand drafts will not be accepted. The lowest evaluated bidder must submit performance security equivalent to 10% of the contract amount within 15 days of receipt of the offer letter, digitally through the e-Procurement system, valid for three months beyond the completion period or extended completion period. This requirement applies to all successful bidders irrespective of estimated or contract amount. Bidders must quote item rates and total amounts against each item and the grand total; in case of mathematical discrepancy, item rates will govern evaluation. Percentage rates above or below the estimated or DNIT cost will not be accepted and will render the bid non-responsive. Responsive bids will be downloaded and quoted rates announced on 18 November 2026 at 01:00 PM at the office of the Commissioner Bahawalpur in the presence of the Tender Opening Committee. Fake information, bogus documents or invalid bid or performance securities or PEC licences may result in disqualification and disciplinary proceedings. The procuring agency reserves the right to reject all bids under PPRA Rule 35. Claims of successful bidders for work done must be submitted electronically and processed through the Digital Measurement Book. Recovery against credit of old material will be adjusted manually during evaluation. The procurement is subject to Punjab Procurement Rules 2014 and applicable amendments.
