Communication and Works Department, Executive Engineer Buildings Division No. I Bahawalpur, invites bids for maintenance and repair of Additional Deputy Commissioner offices (ADCs) at Bahawalpur. Estimated cost: PKR 6,942,000. Bid security: PKR 347,100, equivalent to 5% of the estimated cost. Technical sanction reference: SF No. 963 dated 21 September 2026. Completion period: 3 months. Eligible contractors must be enlisted or renewed with PEC for FY 2026-27 in the relevant category, specification and code. Contractors lacking the required specialisation code will not be considered. Procurement follows Rule 38(1), single-stage, single-envelope procedure, with item-rate bidding based on the approved DNIT. Bidders must be registered on the Punjab e-Procurement System and submit item-wise BOQ rates online before 11:00 AM on 7 November 2026. Rates will be announced at 11:30 AM the same day at the Commissioner Office, Bahawalpur Division, in the presence of participating contractors and the Tender Opening Committee. Bid security must be submitted electronically through the Punjab e-Procurement System; physical CDRs are not accepted. Contractors must also submit their PEC licence for FY 2026-27 on letterhead to the Tender Opening Committee by 11:00 AM on 7 November 2026. The bid must be signed and stamped and uploaded electronically. Performance guarantee is required under PPRA Rule 56. Bids with incorrect arithmetic totals or rates inconsistent with the approved/estimated cost may be treated as non-responsive under the circular cited in the notice. Corrupt, unreadable or virus-infected bids may be rejected under Regulation 8(4) of PPRA Regulations 2024. The agency may reject all bids under Rule 35.
