Integrated Record Preservation System Construction Tender Notice

Description

Construction of an Integrated Record Preservation and Public Access Management System at Divisional Headquarters Multan under Phase-I of the development scheme, ADP No. 3458/2026-27. The estimated cost is PKR 114,628,000 and earnest money at 5% amounts to PKR 5,731,400. The completion period is 24 months. Tenders are invited on item-rate basis against the approved DNIT and BOQ from contractors and firms enlisted or renewed with Pakistan Engineering Council for the current financial year 2026-27 in the relevant category, specifications and specialization codes. Contractors without the requisite specialization codes will not be entertained. Procurement shall follow the Single Stage Single Envelope procedure under Rule 38(1) of Punjab Procurement Rules, 2014. Bids must be signed, stamped and uploaded electronically through the Punjab e-Procurement System Version-II. Manual bids will not be accepted. Bid security at 5% of the estimated cost must be submitted electronically through the prescribed system in favour of the Executive Engineer, Buildings Division No. 1 Multan. Physical Call Deposit Receipts will not be accepted. The system requires generation of the PSID and submission of the prescribed bid security before bid submission. The lowest evaluated bidder must submit performance security equal to 10% of the bid amount within 15 days of receiving the notice, through a bank guarantee issued by Bank of Punjab, valid for three months beyond the completion period or extended completion period. Bid security will be released only after acceptance of the Letter of Intent and successful submission of the performance guarantee through the portal. Item rates, individual item amounts and the accurate grand total must be quoted. Bids with percentage rates above or below the approved or estimated cost, or arithmetically incorrect grand totals, will be treated as non-responsive under the cited PPRA circular. Corrupt, unreadable or virus-infected electronic bids will be rejected under Regulation 8(4) of Punjab Procurement Regulations, 2024.
