University Washrooms Maintenance Rehabilitation Tender Notice

Description

Maintenance and rehabilitation of university washrooms and miscellaneous works at Campus I of Fatima Jinnah Women University, Rawalpindi. The estimated project cost is Rs.17.463 million and bid security is Rs.349,267 equivalent to 2% of the estimated cost, payable electronically through the Punjab E-Procurement System using a generated PSID. Eligible engineering firms must possess valid Pakistan Engineering Council registration in category C-6 or above with specialization codes CE-09, CE-10 and EE-04. Bidders must have an active National Tax Registration Number and be registered with the Punjab Revenue Authority. An undertaking on legal paper or stamp paper confirming that the firm is not currently blacklisted by the procuring agency or PPRA is mandatory. Procurement shall follow the Single Stage Two Envelope online bidding procedure through the Punjab E-Procurement System. Complete technical and financial bids must be submitted electronically, and manual submissions will be rejected. Quoted rates must include all applicable taxes, be item-wise and clearly readable. Incomplete, ambiguous, unfilled, unsigned, unstamped or unreadable bids shall be rejected. Prices must remain valid for 90 days, extendable by another 30 days. A pre-bid meeting will be held on 18 November 2026 at 11:30 AM. The submission deadline is 26 November 2026 at 11:00 AM, and bids will be opened on the same day at 11:30 AM in the presence of bidders or their representatives at the university. The successful bidder must furnish an online performance guarantee under Section 56 of the Punjab Procurement Rules 2014 and execute the agreement on government-prescribed stamp paper. Submission of fake or forged documents may result in disqualification and blacklisting. The procuring agency reserves the right to reject all bids under Rule 35 of the Punjab Procurement Rules 2014.
