Construction of two boundary walls at University of Veterinary and Animal Sciences Ravi Campus, Pattoki, District Kasur. Work 1 comprises construction of a boundary wall at A and C Blocks, with an estimated cost of Rs.13,600,787 and earnest money equivalent to 5% amounting to Rs.680,039. Work 2 comprises construction of a boundary wall at B and D Blocks, with an estimated cost of Rs.3,033,954 and earnest money equivalent to 5% amounting to Rs.151,698. Both works are based on MRS rates for the second biannual period of 2026 and have a completion period of six months. Technical sanction references are TS No. PD01 and 02 dated 22 October 2026 for Work 1 and TS No. EE17 and 18 dated 22 October 2026 for Work 2. Eligible engineering firms and contractors must possess valid Pakistan Engineering Council registration in the relevant category or above for Financial Year 2026-27. Procurement shall be conducted through the Punjab E-Procurement System under applicable PPRA Rules 2014. Duly signed and stamped tender documents must be submitted electronically; manual bids shall not be accepted. Bid security equivalent to 5% of the estimated cost must be deposited electronically through the prescribed e-Procurement System mechanism in favour of the Treasurer, University of Veterinary and Animal Sciences, Lahore. Physical financial instruments, including CDRs, will not be accepted. Online bids will be retrieved and opened by the Tender Opening Committee at the office of the Project Director, Building and Works Department, UVAS, Lahore, on 20 November 2026 at 11:30 AM. Quoted rates will be publicly opened in the presence of attending bidders or their authorized representatives, and lowest evaluated or responsive bidders will be announced. Incomplete financial bids, including blank DNIT or BOQ entries, shall be declared non-responsive. The successful bidder must submit a performance guarantee equivalent to 10% of the contract amount in favour of the Treasurer within 15 days of award under Rule 56 of the Punjab Procurement Rules 2014. The guarantee will be returned after successful completion of the project. False information or forged documents may result in disqualification and blacklisting, with recommendations to PPRA and PEC for further action. The procuring agency may reject all bids under Rule 35.
