Underpass Construction Nakhuda Chowk Lahore Tender Notice

Description

Construction of an underpass at Nakhuda Chowk, Lahore, with an estimated cost of Rs.1,017,727,203, bid security of Rs.50,886,360, and a completion period of six months. Tenders are invited on item-rate basis from engineering firms and contractors registered on the Punjab e-Procurement System, holding a valid Pakistan Engineering Council licence in category C-1 and above, with active filer NTN and PNTN. Mandatory PEC specialized codes are CE-01, CE-02, CE-09, CE-10, CE-11(i), CE-11(vii), EE-04, EE-10 and ME-07(V). Procurement shall follow the Single Stage Two Envelope procedure under Rule 38(2)(a) of the Punjab Procurement Rules 2014, as amended. Bidders must register on the Punjab e-Procurement System and submit technical and financial proposals electronically by uploading PDF files in accordance with Regulation 6(4) of the PPRA Regulations 2024. Technical proposals must comply with the prescribed technical evaluation criteria. Financial proposals must quote tender rates and amounts in figures and words in accordance with the Bill of Quantities and must be duly signed. The submission deadline is 20 November 2026 at 09:30 AM, and technical proposals will be opened on the same date at 10:00 AM. Only technical proposals will be opened initially; financial proposals of technically responsive bidders will be opened after announcement of the technical evaluation result. Digital bid security equivalent to 5% of the estimated cost must be submitted in favour of Lahore Development Authority through the electronic procedure established on the Punjab e-Procurement System in collaboration with Bank of Punjab. Technical evaluation requires a valid PEC licence and specified specialized codes, valid FBR income tax registration, valid PRA registration, average working capital of at least 50% of estimated cost during the last three financial years supported by certified annual audit reports, closing bank balance of at least 25% of estimated cost supported by the preceding three months' bank statement, and available bank credit line of at least 25% of estimated cost supported by a valid facility offer letter. Bidders must also have completed at least two similar bridge, flyover or underpass projects during the last five years, each having a value equal to or greater than 50% of the estimated cost, supported by work orders and performance or completion certificates showing the relevant project details and cost. Where a similar component formed part of a larger project, its individual cost must be stated in the certificate. Each of the seven technical criteria is mandatory. Missing documents will render the proposal non-responsive. In a joint venture, the lead partner must satisfy all seven criteria, while other partners must satisfy criteria 1 to 3. Conditional bids will not be accepted. Corrupt, unreadable or virus-infected electronic bids may be rejected under Regulation 8(4) of the PPRA Regulations 2024. Contractors are responsible for applicable taxes. If the opening day is a public holiday, opening will take place on the next working day.
