Laboratory Blood Bank And Dialysis Items Framework Contracts Tender Notice

Annual framework rate contracts for financial year 2026-27 at DHQ Hospital Khushab, Campus I and II, comprising two procurement requirements: purchase of laboratory and blood bank items with an approximate estimated cost of Rs. 20 million and bid security equal to 2% of estimated cost; and purchase of dialysis items under Universal Health Insurance (UHI), Sehat Sahulat Program (SSP), with an approximate estimated cost of Rs. 30 million and bid security equal to 2% of estimated cost. Electronic bids are invited from bidders, suppliers, manufacturers and firms engaged in trading, registered with relevant authorities and tax departments for Income Tax and Sales Tax and registered on the e-Procurement System. Procurement will follow open competitive bidding under Single Stage Two Envelope procedure in accordance with Punjab Procurement Rules 2014 as amended. English-language bidding documents containing detailed requirements and conditions may be downloaded from Punjab E-Procurement System, PPRA and procuring agency websites. Bids must be submitted electronically through Punjab E-Procurement System by 23-11-2026 at 11:30 AM and will be opened electronically on the same date at 12:00 PM. Bid security equal to 2% of the estimated cost must be furnished electronically through the prescribed Digital Bid Security mechanism using the PSID generated through the e-Procurement System. The bidder must ensure that the required security is paid and successfully reflected or verified in the system before the submission deadline. Physical CDR, pay order or demand draft is not required where security has been successfully furnished and verified electronically. Bid security is subject to Rule 27 of Punjab Procurement Rules 2014, as amended, read with Rule 3-A relating to e-Procurement and applicable PPRA regulations and guidelines. Manual bids will not be accepted. Bidders must submit their best and final prices because negotiations are not permitted under the procurement rules. Applicable taxes will be deducted according to government rules. Bidders are responsible for timely uploading of bids.
