Supply of one category of medical equipment and accessories for the Safe Blood Transfusion Programme, Balochistan. Procurement shall be conducted under the Balochistan Public Procurement Rules 2014 through the Single Stage-Two Envelopes Bidding Procedure. Only electronic bids will be accepted through the Electronic Public Procurement System of BPPRA Government of Balochistan. All bidders must register on the electronic public procurement system. Eligible bidders must demonstrate three assignments of similar nature and complexity involving Rs. 20,000,000 during the previous three years and turnover of at least Rs. 20,000,000 in the three subsequent previous years. Bidders must appear on the Active Taxpayer List, possess a Sales Tax Certificate, not be currently blacklisted by any procuring agency in Pakistan and must not participate through a joint venture. The bidder must maintain a functional corporate office in Balochistan with a PTCL telephone or fax number. Firms quoting products manufactured by another company must provide manufacturer authorization in their favor for all quoted items. Bidders must provide confirmation on their letterhead that supplies will be offered at reasonable bulk-order prices below the trade price of the relevant products and that the contract will be served within three months from the date of the supply order. Applicable government taxes must be complied with. Products must have remaining shelf life of at least 75% for locally manufactured products and 70% for imported products from the date of supply. Blood bags must have a remaining shelf life of at least two years at the time of supply. Bidders must possess Chamber of Commerce certification, valid professional certification and ISO certification. Three years of experience in the sale of blood bags from the date of DRAP registration is mandatory, and bidders must have imported at least 50% of the required quantity during the previous year. Tender fee is PKR 1,000. Bid security equivalent to 2% of the specified amount must be submitted through Bank Guarantee or Deposit at Call from a scheduled bank in favor of the undersigned. Bidding documents are available electronically through the BPPRA website. Electronic bids must be submitted through the supplier dashboard by 20 November 2026 at 10:00 AM and will be opened on the same day at 11:00 AM through EPPS.
