Annual Framework Contract For Petrol Oil And Lubricants Tender Notice

Enrollment of petrol pump stations and authorized fuel dealers for provision of POL (petrol, oil and lubricants) to Mir Chakar Khan Rind University of Technology, Dera Ghazi Khan, on annual framework contract basis for one year, extendable by mutual consent of the University and contractor. Bids are invited from reputed, professional and financially sound fuel pump stations, authorized fuel dealers and fuel companies holding valid OGRA licences and registered with FBR. Procurement will be conducted under Punjab Procurement Rules 2014, as amended up to 2023, through the Punjab E-PAD system. Single Stage Two Envelope bidding procedure will be followed. Tender documents, including terms of reference, may be obtained from the Office of Director Purchase against a non-refundable fee of Rs. 5,000 through bank challan in the company name, pay order or demand draft in favour of Treasurer, MCUT Dera Ghazi Khan. Outstation firms requiring hard copies must additionally pay Rs. 500 courier charges. A single package containing two separately sealed envelopes marked Technical Proposal and Financial Proposal must be submitted by 24-11-2026 at 11:00 AM at the Director Purchase Office, MCUT, Sakhi Sarwar Road, Dera Ghazi Khan. Technical proposals will be opened on the same date at 11:30 AM. Technical proposals must be accompanied by refundable bid security of PKR 200,000 in the form of CDR, demand draft, pay order or banker''s cheque in favour of Treasurer, MCUT Dera Ghazi Khan. Incomplete, conditional or deficient technical proposals will be rejected. Financial proposals of technically qualified and shortlisted firms will be considered. Contract award will be made to a technically and financially qualified firm in accordance with the evaluation criteria and PPRA Rules. The University reserves the right to accept or reject any or all bids under applicable procurement rules. Sealed envelopes must clearly state the tender title.
