Punjab Irrigation Department invites electronic item-rate bids under the Single Stage Single Envelope procedure from engineering firms and contractors licensed by Pakistan Engineering Council with the relevant specialization code and registered with Punjab e-procurement system and PPRA for Filling Rain Cuts and Gharas between RD 315+000 and RD 387+566 of Lower Gugera Branch in Bhagat Section, District Faisalabad and Toba Tek Singh. The estimated cost excluding Punjab Sales Tax is Rs. 953,384 and the required earnest money or bid security is Rs. 47,669, equivalent to 5% of the estimated cost. The work is to be executed under the 1st Bi-Annual Market Rate System applicable from 1 July to 31 December 2026, with a completion period of 10 days. Bidders must possess valid PEC registration for Financial Year 2026-27 in the specified category and discipline, professional tax payment receipts, CNIC, enlistment or renewal fee receipts and Punjab Revenue Authority registration for 2026-27. Bid security must be deposited digitally through the Punjab e-procurement system using PSID in favour of the Executive Engineer, Lower Gugera Division, Faisalabad. Manual CDRs, bank guarantees and manual bids will not be accepted. Electronic bids containing fully completed DNIT and BOQ item rates, rate analysis, summaries and sub-summaries must be submitted by 24 November 2026 at 2:00 PM. Bids will be retrieved and quoted rates of responsive bidders announced on the same day at 2:30 PM at the office of the Executive Engineer, Lower Gugera Division, Faisalabad, in the presence of bidders or their authorized representatives. Bid validity is 90 days from the date of tender opening. The successful bidder must furnish performance guarantee equivalent to 10% of the contract amount through the online payment system in accordance with Clause 56 of Punjab Procurement Rules 2014. Incomplete financial proposals, blank BOQs, missing rate analysis pages, conditional bids and incomplete submissions will be declared non-responsive. Successful bidders must mobilize immediately after issuance of the acceptance letter, execute the agreement within 15 days and submit a time-bound execution schedule immediately after acceptance. Works must follow approved construction drawings, PWD specifications and special conditions in the bidding documents. Contractors must conduct field quality tests at their own expense, and failed material testing costs will be borne by the contractor. Payment will be based on actual work completed and clearance by TPM Consultants M/S NESPAK-RHC JV Faisalabad or another nominated agency, subject to availability of funds. No interest will be payable for delays caused by non-receipt of funds. Delayed execution may attract compensation under the Standard Contract Agreement. Disputes will be referred to the Grievance Redressal Committee, whose decision will be final and binding. The procuring agency reserves the right to reject all bids under Rule 35 of Punjab Procurement Rules 2014.
