Punjab Irrigation Department invites electronic item-rate bids under the Single Stage Single Envelope procedure from eligible engineering firms and contractors licensed by Pakistan Engineering Council (PEC) with specialization code CE-04 and enlisted with Punjab Irrigation Department for execution of civil works under the 2nd Bi-Annual Market Rate System (MRS) applicable from 1 July to 31 December 2026 for District Dera Ghazi Khan. The procurement comprises two works: Repairing Defective or Tempered Outlets in Gajani Section of Gajani Sub Division, D.G. Khan Canal Division-I, with an estimated cost of Rs. 2,160,366, completion period of one month and bid security of Rs. 108,018 - Repairing and Maintaining Culvert at RD 10+400, Noor Wahi Minor, in Jhok Section of Dhingana Canal Sub Division, D.G. Khan Canal Division-I, with an estimated cost of Rs. 1,746,238, completion period of one month and bid security of Rs. 87,312. Eligible bidders must hold valid PEC registration for 2026-27, relevant specialization code CE-04, PPRA registration, PRA registration for 2026-27, CNIC and government receipts for professional tax payment. Bid security equivalent to 5% of estimated cost must be deposited through the E-Pay System using 1LINK or a bank guarantee issued by a scheduled bank in Pakistan in favour of the Executive Engineer, D.G. Khan Canal Division-I. Bank guarantees must be transmitted through SWIFT under MT760 to the receiving Bank of Punjab. No other form of bid security will be accepted. Complete bids must be submitted electronically through EPADS by 23 November 2026 at 12:00 PM. Bids will be retrieved and opened, and quoted rates of responsive bidders announced on 23 November 2026 at 12:30 PM at the office of the Executive Engineer, D.G. Khan Canal Division-I. Manual bids will not be accepted. The lowest bidder must furnish performance guarantee equivalent to 10% of the bid amount through a scheduled bank in the prescribed form. Successful contractors must mobilize immediately after issuance of the acceptance letter, execute the agreement and submit a time-bound execution schedule within three days of acceptance. Contractors must arrange field quality tests at their own expense, and failed material testing costs will be borne by the contractor. Payments will be based on actual work performed, subject to availability of funds and clearance by TPM Consultants M/S NESPAK-RHC J.V. or another nominated agency. No interest shall be payable for delayed payments due to non-receipt of funds. Work orders are subject to availability of funds. Compensation for execution delays will be imposed under the contract agreement. Conditional and incomplete bids, corrupt or unreadable files, virus-infected submissions and bids submitted in the wrong lot will be rejected. The procuring agency reserves the right to reject all bids under Rule 35 of Punjab Procurement Rules 2014.
