Procurement for civil works including external electrification and road structure under development project through single stage two envelope procedure bidders must submit two separate envelopes clearly marked as technical proposal and financial proposal initially only technical proposals will be opened and evaluated while financial proposals of technically qualified bidders will be opened later bids must be submitted in sealed form before 08-05-2026 at 01:45 PM and technical bids will be opened on the same day at 03:30 PM bidders must be PEC registered in category C-4 and above with valid tax registrations bid security of 2 percent of bid price is required tender documents available against non refundable fee of 1000 PKR procurement governed under PPRA rules and PEC guidelines Pro Tip ensure proper marking of envelopes and submission before deadline to avoid rejection
