Construction, improvement, reconditioning and blacktopping of multiple link roads in District Neelum under constituencies LA-25 and LA-26 through Single Stage Single Envelope E-Bidding System. Works under LA-25 include Package No.01 containing Link Road Showi to Kareemabad Length 01 Km, Link Road Sardari Main Road to Dungas Length 01 Km, Link Road Marnat Bala Length 0.5 Km and Link Road Marnat Chapra Length 01 Km with total length 3.5 Km. Additional works include Package No.05 containing Link Road Main Road Kalas to Malik Seri Length 1.5 Km, Link Road Hajian Kharigam Length 01 Km and Link Road Dousat Bridge to Agli Seri Length 01 Km with total length 3.5 Km. Package No.07 includes Link Road Dudnial Subahi Bilal Masjid Hayatabad to Sain Gala Darbar Length 02 Km and Link Road Salakabad Darbar Length 0.50 Km with total length 2.5 Km. Package No.10 includes Link Road Ghora Naka to Sheikh Market Length 0.50 Km, Link Road Thaian to Mughal Muhallah Length 0.50 Km and Link Road Kanari Masjid to Chabani Length 1.50 Km with total length 2.5 Km. Works under LA-26 include Package No.02 containing Link Road Cham Authmuqam Length 0.75 Km, Link Road Tangadth Authmuqam Length 0.50 Km, Link Road Authmuqam Length 0.40 Km and Link Road Taki to Haran Salkhalah Length 0.75 Km with total length 2.40 Km. Additional works include Package No.03 containing Link Road Daar Seri Shahkot Length 0.75 Km, Link Road Palri Length 01 Km, Link Road Raota Bala Length 0.5 Km and Link Road Bugna Boundary Muhallah Length 0.5 Km with total length 2.75 Km. Package No.11 includes Link Road Payalian Jabri Length 01 Km, Link Road Kundi to Jaba Payalian Length 0.5 Km and Link Road Muhallah Azmat Bukhari Advocate Payalian Length 0.25 Km with total length 1.75 Km. Package No.12 includes Link Road Kalas Riyali to Drig Length 0.75 Km, Link Road Nala to Gali Jageer Length 0.5 Km and Link Road Nala Sydan Chailana Length 0.5 Km with total length 1.75 Km. Eligible firms and contractors licensed by Pakistan Engineering Council and endorsed in C&W Govt AJ&K for FY 2025-26 in categories C-4 and C-5 with specialization code CE-01 may participate. Interested bidders shall upload scanned copies of bank receipts showing proof of bid security deposit in designated divisional joint accounts along with relevant documents on the E-Bidding dashboard. Contractors quoting rates below 10 percent of engineering estimates shall submit additional bid security equal to the difference between engineering estimate and bid price before opening of tender. Electronic bidding shall be conducted on percentage Above/Below/At par basis and only two digits after decimal point shall be considered for evaluation. Hard copies of original bank receipts and signed bidding documents must be submitted within 48 hours after bid opening. Technical profiles must be uploaded in PDF format only. Blacklisted firms, contractors, companies, suppliers and distributors are not eligible and bidders must provide affidavit confirming non-blacklisting and absence of conflict or litigation with government authorities.
